You only pay one monthly plan fee, covering access to both Evie and HOURCAR. So if you select the “Everyday Plan”, you’ll only be charged $7 per month (+ taxes) but will have access to both Evie and HOURCAR Everyday rates.
Monthly Membership Match-Back Drive Credit is automatically applied to any Evie or HOURCAR trip(s) during the month until gone. All Monthly Membership Match-Back Drive Credit expires during the month that your plan is active, so make sure you use it before it expires.
Access PLUS is our income-based plan, requiring self-certification that the member meets the income guidelines.

Add PLUS Benefits for $5 / Month
Add PLUS to your plan and we’ll:
•waive the $1,000 at-fault damage fee
•add 100 more miles per trip per day
•remove admin fees for things like tickets
PLUS is standard on “Access PLUS” and is available as an upgrade for the “Student” and “Everyday” plan, and is not available on the “Try It” plan.
Credits & Fees
Fees are subject to an additional 7.875% tax in Saint Paul and 8.025% in Minneapolis which include city sales tax, county sales tax, state sales tax, and transit improvement sales and use taxes. Driving credit cannot be used to pay state and local taxes or fee charges.
All Drive Credit expires 60 days after applied, unless stated otherwise. View credit via the app or in your account online.
The below credits are manually issued. To receive credit, you must email trip details (start/end/date/time) to Evie@HOURCAR.org. Credits will be issued within 72 business hours, valid for the next 60 days as Drive Credit. Trip costs will not be refunded.
Move an improperly parked Evie = $10 (each car)
Relocate an Evie during a Snow Emergency = $10 (each car)
Kindness Credits = $1-$20 (thanks for watching out for others!)
The below fees are not charged if you are enrolled in a PLUS plan during the time of incident. The cost of the ticket is not included.
Towing Processing Fee = $15
Parking Ticket Processing Fee = $15
Toll Charge Processing Fee = $15
At-Fault Damage Fee = up to $1,000
Excessive Cleaning Fee = up to $200 per instance (includes smoking, pet, trash, and odor)
Biohazard Cleaning Fee = $250 biohazard service removal fee + Unavailable Vehicle Fee per Day + other additional fees as relevant
Unsecured Vehicle Fee = up to $75 per occurrence
Unavailable Vehicle Fee = Day rate times number of days vehicle was impounded/unavailable for rental
Dead Battery = up to $40 per occurrence
Excessive/Major Violation of Terms = $250 Fee + Cost of repair/cleaning + possible membership revocation
Excessive Complaint = up to $50 per incident
*All plans are charged a One-Time $25 Registration Fee unless a valid promo code is entered during application or otherwise mentioned. Prices do not include taxes. All plans can be changed 1 month from plan activation. Drive credit is automatically applied to first applicable trips until used or expired. All drive credit expires 60 days after application, Membership Match-Back expires 30 days after plan renewal.
